The number of seats each state has in congress is based of the census results and its not affiliated with party. The number of seats is the basis for the number of electoral votes each state has assigned to it. (Article 2 section 1 clause 2 US Constitution.
Gerrymandering does not affect the presidential election. Electoral College electors are awarded by the states on a winner take all basis, and the way the districts are laid out has no effect on the Electoral College or number of elector's.
Gerrymandering has everything to do with control of Congress and both party's have been guilty of doing this in the past.
