I was talking in general terms of how 98% of the country hands out its electoral votes. With exception of Maine and Nebraska. Which in a way is a winner takes all with part of the electoral votes going to the winner of the state and other votes going to the winner of congressional districts. The process that was changed by the state government in 1992 by NE and 1960's by Maine.
