I know it’s difficult for any railroad to protect hundreds or thousands of mikes of unfenced right of way and they always get criticized for closing homeless encampments on their property but the massive amount of trash is clearly blight and unsanitary.
The city is apparently sharing cost of clean up and trying to block roads to make it more difficult to dump trash but officials are within their right to require clean up
