When I was the GM at the CCT we did regular weekly clean-ups of the homeless encampments to clean up the trash and after one clean up I was taken to I was taken to task by the local homeless coalition groups and the local paper the Record for being mean and uncaring.
I then took a reporter on a hi-rail trip to show home the impact on the railroad, its employees and the community and he wrote a very good article on rail safety and why we needed to remove the homeless. The city of Stockton was of no help at 1st and then finally came to help after the article with resources and outreach along the the Police. San Joaquin county was always very helpful with law enforcement and outreach.
