NWP Willits Grade Xing

While driving north on California State highway 101, I noticed that the NWP tracks have been removed from the highway 101 crossing just north of Willits and the crossing paved over. The rail and ties are on the south side while the rubber panels are stacked on the north side. Was this work done by Caltrans or by the NCRA? How will the NWP ever get to Island Mountain for the rock and gravel?
