Yeah, I concur. Caltrans can be pretty mysterious, and very skilled at hiding signs of rational thinking. Looks like they are in property acquisition phase untillate 2009, with first-phase (2-lane) construction due to start in 2010. All that may be delayed by budget shenanigans in Sacramento.
