The significant sums invested in 101 upgrades over the years(and I mean the last 100 years)is the reason why the NWP is no longer economically viable. Build it and they(trucks)will come.

In the First World War era there was quite a bit of agitation for an NWP extension into Lake County - highway improvements and trucks killed that idea. I honestly believe that if the railroad construction to Eureka had been delayed for a decade it never would have been built.
