Heavy eastbound manifests will run the low line (St.Regis). As a rule, anything that can run the Tenth Sub (Evaro) will do so, barring an opposing westbound like a Gas Local or powered up intermodal. They could make meets on the Tenth Sub, but currently every siding is blocked by stored cars, including the new CTC island at Dixon.
