It has to do with Manhattanization, the Quest of the Bay Area ruling elite and the bureaucracy it controls, viz. MTC.

If unlimited urbanization rife with skyrises were to stall or really go out of style there would be definite impact on transport, including rail.

It is all interconnected, politix too. For example with a Pelosi-Biden government expect hundreds of billions to be given to PBCAHSR to fritter away.

And it certainly seems Pelosi and co. want to go to cultural revolution, with a strong anti-male directive. My take is that since most transport workers are men they will be the subject of new hostile regulations and quotas. Vamos a ver, caballero.
