Below is a comment that is under the article. I feel for pro-rail guys (I am one). Politicians are never sincere in their talk about preserving rail.

The 60% design that Public works has put out takes away the rail and does not put it back thus violating the project goal and the grant agreement and current Rail Authority policy.
Contrary to what Ryan says SB 10-29 does not eliminate rail use. If he read the bill he would see that it was meant to take account of assets and liabilities. That report and associated recommendations still has not been completed. It is more than 4 months over due. Any future bill to actually fund the design and construction of the GRT is a loooooong way off.
Rest assured Doug Bosco got his millions and the stupid SMART train got gifted $60mil.
