Copy and Roger are two different responses. Roger means you have received information which you will use or act upon. Copy means you have understood the transmission and will take that information elsewhere to relay or inform others to do something.

"Bob, when you get to the gate, close it on your way out" Bob responds Roger, he will be performing the action.

"Bob, when you get up to the crew, tell them to close the gate when they leave". Bob responds, Copy, he will be telling the crew what he was told.
