The one which went to IRM left PA with its transformer. It was discovered enroute, which caused an internal EPA squabble. It had to be removed, which took the switchgroup too. Somehow IRM got another swtichgroup.

The frame cracking issue was a result of improper stress releiving and heat treating after welding up cracks.

With modern solid state electronics (inverters and frequency changers), the one at IRM could be made to run, although not necessarily for hauling trains around in a big way.
