If you get "lucky" you can even score national low, occasionally, in parts of SoCal. Truckee is commonly in the running for coldest overnight (got into the single digits a couple of days this fall so far).
WUnderground's December 2020 summary shows the average minimum temperature about 24F with a record this month low of 20F. That's chilly, but almost anyplace in the Midwest north of about Dallas can beat it most years. Unless it's one of those days when the weather is all topsy-turvy and something in the low 20s happens to be the low for a day. It apparently did get down to 12 last January, so yes, it can get below "chilly," but again the Midwest especially the norther part in Montana/Dakotas/Minnesota should be able to beat it easily.
