Work Trains on the coast and Santa Barbara sub

With 6 trains tied down on the Santa Barbara sub, where are they getting qualified TEY crews to run them since
SLO boards are abolished except for
LV Smoot, working the Extra board covering Guadalupe- CO266 and getting that fat 8.000 a month guarantee.
