The E unit (36A) is owned by MTDX. There is a huge legal fight as to who owes CEECo for the repairs that were made. Tom Payne authorized the repairs and paint without the approval of the owners. Since Mr. Payne didn't have the money, the bill wasn't paid,

The unit is fully operational, HEP equipped and is for sale once the legal mess plays out.
