When GE entered the new mainline diesel U.S. Locomotive market in 1960, they offered generous trade - in allowances on used EMD & ALCo locomotives, as an incentive for railroads to buy new GE's. Perhaps this policy was still in effect when BN traded in the F - Units in question. BN was a big buyer of GE units in the 1970's.
Some railroads specified the re - use of " ALCo " 2 axle trucks ( actually the long wheelbase Type B Truck ), not just for cost reasons but also to gain the re - use of their GE traction motors.
