This incident is very concerning as its pretty clear someone in CP operations management issued some sort of directive that led to the wreck - if it had been a crew failure CP would have blamed it on them immediately. I tried to watch the CNBC piece but gave up after the endless dramatization. My impression was the piece probably had about 5 min worth of useful information and the rest was drama or useless "filler". Unfortunately pretty typical of news media coverage....
