Yes, pe.com has been a little nasty about adblockers, as are most news sites these days. However, I had no difficulty reading the article. Yes, there were some large blocks where images or ads were supposed to be, but I wasn't blocked from reading the text. Firefox 84 (Standard privacy setting) with NoScript and Privacy Badger. NoScript set with Untrusted (scripts blocked) = pe.com, blueconic.net, googletagmanger.com, indexww.com, and osano.com. All others "trusted". With those settings, Privacy Badger detected no trackers.
Most of the article was complaints by a shopping center owner, and describing their lawsuit over the value of a couple of restaurant sites that will be taken (the only property to be acquired for the project). That's normal; anybody whose property will be taken rejects the initial offer and goes to court, because the judge usually (not always) ups the price and sends attorney fees to the government agency. Sounds like there are some appearance issues (hard to hide a bridge and reasonable approaches that have to clear a railroad track) and access issues for remaining properties (a restaurant that is nearly out of business due to Covid blaming it on the bridge that isn't there yet. Demand for doing the work at night - but the reason (less noise etc.) makes no sense because earthmoving and structural stuff is noisy and most people would NOT want it at night. Anyway, I saw nothing that was unusual or concerning in the complaints. Will be good to have a grade sep there.
