Considering the lackadaisical attitude of the state of WA towards the ownership of said properties, I wonder if Idaho is playing the same attitude. If you and I treated OUR properties the same way, we'd end up in jail, choose the charges! As a former property owner and landlord, YOU take care of your property, and the people (most of the time) will follow suit. It's the ONLY reason I cut Williams any slack, because the phucking states of ID and WA don't have a lick of sense and haven't since the Staggers Act came out in 1980. The SAD part is, both states have lost one HELL of a lot of opportunity being oblivious...enuff said.
