There are different levels of "restoration". The could easily be an anonymous donor who wants to cosmetically restore the 3450, that I would believe. It would look so much better with a fresh coat of paint and maybe its lights made operational.

However, I doubt a full "return to operation" restoration would be in the works. That would be a multi-million dollar project with literally no place to run it.
