I repeat, all it indicates is "proceed at retricted speed". If you start assuming it means "on a diverging route" when the lower signal head is flashing, or that there is a train ahead of you, you'll eventually get a rude awakening, not to mention a concomitant loss of paycheck. You're supposed to be very carefully watching where you're going.
