Skykomish question

In the black and white aerial photo labeled Skykomish ca. 1930 there is a line that crosses the river and skirts the town on the southside. Does anybody know what this is? It appears to be a rail line since it doesn't connect with other roads and the long sweeping curves but I was not aware of a line change or second line in the area of Skykomish? It even reminds me of irrigation sluices in the more arid country where I'm from.
