As for Dan's point, it's been obvious for years that the Census is under orders from The Boss to make sure California loses a Congressional seat. Has anybody looked at the numbers to see if it's just enough to do that? The number seems too small to do it, but ...?

DOF estimates don't have a great track record for being accurate in the long term either, but at least they're updated fairly often so corrections can be made quickly. And DOF products are used only for some state administrative purposes, not determining representation in Congress. Census has interim products too, in other years, but the decadal product is their big one, the one that has real impacts.
