They parceled out the fabrication of various components to different companies and machine shops. Along the way there was some feuding and complaints that not everything was up to snuff. But obviously the locomotive was successfully laid out in the end and passed inspection.
Ian Allan publications cover the UK rail scene faithfully if you can get your hands on them. A big library might carry Railway Gazette International.
One of the coolest rail enthusiasts' projects in the UK was the reconstruction of the Highlands 2' gauge railway in Wales. They were able to obtain some 2-6-6-2 Garratts from the Natal 2' gauge system in South Africa. Very impressive locomotives for 2' gauge. This line goes thru a national park with some of the highest peaks in the British Isles.
