UP line Boise to Portland

Does UP ever plan on double track the mainline from Boise to Portland?? Lately I been seeing UP trains mostly eastbounds stop 4 miles west of Hinkle Yard and then continue on after a westbound has gone by. One day I saw a westbound Z stop for 2-3 hours and then go on. Why is UP changing crews a few miles west of the yard under the freeway overpass, other then the fact its yards from a road crossing. Any insight??
