DPU's pushing on TOFC

Near dawn on the Belen train cam there was another doubled up train going west. 3 locomotives up front and 3 in the middle, none on the rear. With multiple spots for fuel I would guess over 12,000' long. There were a long string of TOFC directly in front of the DPU's. Didn't BNSF used to restrict DPU's from pushing on TOFC cars? Would you engineers be concerned or is it the new normal now?
I'd like to hear from actual railroaders, not PHall.
