Description on the ebay image says -

"An F7A leads a switching move to allow changing direction on a San Diego-Fallbrook excursion."

Per Evan_Werkema on Trainorders, "there was a "Fallbrook Chief" excursion sponsored by the Pacific Southwest Railroad Museum that ran out of National City to Fallbrook, CA on May 16, 1964."
