It appears both the contractor (Tutor) and the agency are trying to distance themselves from what is becoming a fiasco. Hence, the letter from Tutor saying delays are not their fault, and the agency's reply that the agency is not to blame. No one is to blame. Yay! The new administration would be wise to stay clear and let the children clean up their own mess.
