Tracks Around EBMUD's West Oakland Plant

Does anyone recognize the tracks and building marked in this picture from 1965? The building was demolished by 1974 and in that year EBMUD was expanding its treatment plant on the site.

There's also a lead that comes off the SP underneath 80-880-580 maze interchange and ran down under the IER trestle and into the Oakland Army Base. A spur off this lead served the building in question.

Curious if this lead was SP or if the building and the lead were part of the Oakland Army Base's base railroad.
