Thanks the information on the SN. I didn't know the SN crossed the SP to the Army Base/Outer Harbor area. Afraid I'm a bit ignorant of that road in general.
In this 1965 aerial above, although you can't see it, the Key subway under the SP is out of service for trains--all road at this point. There's a 90 degree turn on the west end of the underpass and a barrier at the turn where the Key-OTR tracks would've proceeded west.
One thing that's up in the air is whether there is a switch to the SP's track 1 at the northern point where the switch comes off the lead to go to the building. It isn't clear in the aerial about the SP connection here. If there's no switch then this could be either OTR or Army.
