Thanks Dr. Z. So you are making your assessment that the red lead is SP based on the aerial alone not some other source? It looks like the fence you wrote about around the OARB is between the lead and base so lead outside the fence. I can clearly make out the gate down by the Army's engine house where the lead goes into the base. Supports your suppositions.
