That is a piece of 18-24 inch steel duct that blows the chips in. Weyerhaeuser White River had one. they were later replaced by bins that could dump a load of chips in a few minutes depending on the skill of the person operating the gates.
Side note: Most of that style steel ducting would wear out and have to be replaced every couple years from the abrasion of the wood chips blowing through.
