The UP and for that matter Railroads in general have lost the knowledge of the "old head"
who learned how to deal with adversity and problems and find away to work through them. The new Young bloods do not have the knowledge or skills to deal with the problems and with the SP removing double track on the mountain years ago it makes it harder to keep the railroad open.
Running the railroad from behind the computer screen instead of out in the field leads to problems as you can not see the real world from the office or on the crackberry phone.
SP would run light engines, flangers, and the spreaders as soon as it looked like the snow would start and stage equipment and trains. In 1981 and 1982 the SP was shut down and SP detoured over the WP better engineered route at a lower elevation throu the FRC. Even then WP ran the spreader to keep the railroad open along with the Bronco escorts.
UP chose to be prudent and not strand any more passenger trains on the mountain and remember if Caltrans can not keep 80 open do you really need to keep bashing.
