The other point not mentioned is that the SP was running more trains. The frequency of the traffic
did much to keep the drifting snow off the rails. As it is now the UP calls out the flangers only
when they absolutely have to. Other than Amtrak there's only one Z train to worry about so the
effect of a traffic back up doesn't make a huge difference.
