I suggest that with Clem's scheme with steeper gradients the $15bil would work close enough from Burbank to Bako via Tejon, forgetting about Burbank to LA. Of course you have to get the ruling powers on board with the idea of proof of concept and the mountain crossing is prima facie necessary to make CAHSR "fly".

I further suggest that politix was and is more difficult than money here. If you did not have to payola Sta. Clarita and quash the Ranch-Palmdale it would have been feasible from the outset, IMHO.
