Bob pretty much hit every nail on the head. The permanent "fixes" that were never made spelled the fate of the rail. The state really has no idea what they are in for. The State Park System will need Maintenance vehicles and structures, EMS and law enforcement, fire management. There will have to be residences and facilities built to manage the operation. Most of the use will probably be river rafters.
