100% would be true with the NWP walking trail. The problem isnt the tracks, its the unstable terrain. There would have to be a massive crew to maintain culverts, utilities, and services even with a trail. The tracks in the NWP were never the problem, and are the lowest cost to rebuilding the railroad.
