It's an Amtrak move, with an Amtrak locomotive. UP would insist that it use the Amtrak route aka the Coast. That's probably why it's going that way instead of the Loop. Where it goes from Burbank is open to question, but if any of it involves UP they, again, would most likely insist that it stay on Amtrak routes as long as possible. Then, they would likely replace the Amtrak locomotive with UP for the last mile.

Is the destination on BNSF or UP tracks?
