"Single track (territory)" is by definition one main track, the use of which is authorized by schedule, train order, or TWC/DTC. One main track operated using CTC is just "CTC", two main tracks operated using CTC are "CTC 2MT", and more than two main tracks operated using CTC are "CTC MMT" (multiple main track). These specifications are given in the rule book and the ETT page(s) for the subdivision in question.

The furthest the DS would let unit train go would probably be the west swtich of B until the local arrived B and enetered the siding. However, this isn't to say that the DS could decide to hold the unit train at D for the local's arrival and clearing up at C, which he would not do if C doesn't have the appropriate CTC apparatus protecting its switch(es) -- see my other post.
