As SP5103 indicated, the mill at Elgin was closing due to outdated equipment, relative lifespan of any mill is about 20 years then you tear it down and start again. With the smaller wood, consolidation is the game now. Corporations will try to blame it on environmental issues which do play a role, but for the most part it really is a worn out mill and lack of need. A prime example is/was Simpson/Interfor in Tacoma. The mill shuts down and capacity is covered by all the other mills around the area.
