Lots of variables including inflation, "NIMBY" mitigations like a base tunnel, and the possibility ongoing health worries will make public transport still a dicey option for the traveler.

And let's not forget the Golden State's profound weakness for the gadgetbahn du jour. Maybe the HypeLoop will be all the limousine liberal must-have fad in 10 years and HSR not much exciting anymore even for the Party bosses.
