Transit agencies around the world WISH they had 57% of their fare recovery filled during normal times, let alone during wuhandaze!
More equipment in service is not as simple as saying it.
-length of track/platforms
-more staff
-more fuel
-more things to "act up"
You would have to be a fly on the wall to know the real teeth grinding operation details.
A TT will help anyone seperate fact from fiction.
