Commuter rail on the bridge could help arguments to reroute CAHSR to Altamont Pass. A threat to the Pacheco Pass option and the standard rail Oakland to San Francisco tunnel. Placing the new Cap Corridor station so it doesn't interchange with the Dumbarton commuter rail option is revealing. STacking the deck.
