Quoting the article's headline: "After 12 years there’s very little to show expect increasing costs for High-Speed Rail."

Did the headline writer not know the difference between "except" and "expect" or did he/she leave out a semicolon? Perhaps it should read: "After 12 years there's very little to show; expect increasing costs for High-Speed Rail."
