You've carefully studied the management structures of transit agencies in your MBA program, and know this to be true, right? There is actually very little of this that comes from duplicate staff, because staff should be mission focused on that agencies goals and objectives.

And, if you really like then "uncoordinated" approach, where you don't get the approvals, or permits, or property agreements, don't do due diligence, don't oversee your contractors effectively, don't you already have the CAHSRA model to show us the "merits" of that approach...

Now, back here on earth, we actually have done a number of studies of transit agency size, and the impacts on management and costs that show exactly the opposite, that larger bureaucracies in transit agencies, tend to be no better managed, often less efficient and generally more costly.....

There are also transit agencies that are "too small" and less efficient, as well... Like Goldy Locks you are looking for the right operational and management "economies of scale", without becoming too "top heavy", with a corporate culture, that creates too much bureaucratic compartmentalization, often resultig in much more "internal"-"duplicaton" and "delay"....

Maybe, based upon my experiences, I just tend to think that some politicians aren't satisfied with the share of the spoils they get to hand out from their own agencies, and tend to just want to steal more from others....?
