The following 2019 article (link is in the document shared by OPRRMS) fortunately indicates the locomotive will not be displayed outdoors:

Fundraising will now begin for the structure that will house the train. Jones said it will be located on the property near the museum and the Annenberg Presidential Conference Center.


While the unit isn't exactly brand new, I wonder if any components were removed prior to donation?
