Note that Covesmart, who published this article, is a company eager to sell you home security equipment. Maybe they don't think people in Stockton can afford their services?

In any event, trains tend to be in the rougher parts of cities and if you can't handle paying attention to your surroundings and not acting like a fool, maybe railfanning isn't for you.
