The only plan I've seen for eliminating the railroad tracks (along the bluff) is to build the tunnel. NIMBY not want tunnel either, even though it puts the trains out of sight for most of the distance through town.

Property owners (if they think about it at all) will probably want some huge pile of baksheesh to take care of the un-tracked r/w (available for a trail, but those are NIMBY-targets too) along the bluff as a buffer against the ocean claiming their $billion (by the time the tunnel is done) blufftop houses.
