They are facing a BART moment. Fewer trains means less power demand from Nuclear plants, which would seem like a Green outcome and a Good Thing™ for society and the environment.

However, railroad workers view less work as a Bad Thing™. If SNCF furloughs people, the pitchforks, torches and communist manifestos will come out. The San Francisco solution is to keep them all employed, including the $330K/yr janitors.
