No baffles. Baffles are only needed to prevent the liquid being carried from surging back and forth. You only get surges when the liquid has room to move as in a partially loaded car. Tank cars are either full or empty. Rarely would you have a reason to have a partially loaded car. Steam locomotive tanks and tenders did have baffles because the amount of water in them varied.
